Henderson County maintains approximately 375 centerline miles of local roads . The scope of work for this RFP shall include building a sign survey of all regulatory , warning and guide signs in Henderson County ' s road network ( both existing and required ones ). The actual number of current , missing , and required signs are not known by the County , but will be determined through the work requested by this RFP . Along with the current signs , all roads must be brought up to MUTCD and AASHTO standards for any required , missing , and existing signs . The consultant will develop a sign schedule including sign type , and location ( road name and mile point ). Henderson County has the need to obtain Lidar data for all paved county roads not located in subdivision or low speed roads . This mileage is estimated to be 220 - 230 miles . This information will be used to correct geometric deficiencies . The tasks below specify the County ' s expectations of the Consultant . However , the Consultant is encouraged to offer alternatives and creative means to accomplish the County ' s goals . For any alteration to the tasks below , the Consultant must be clear in what they are suggesting and must explain how their alterations benefit the County . The suggested methods must be clear enough to incorporate into the agreement between the County and the Consultant , should that Consultant be awarded the project . If the consultant does not specifically identify changes they wish to make to any of the tasks , then the Consultant will be obligated to perform the tasks as specified below . a . Project Management Before beginning work , the selected Consultant shall conduct a kickoff meeting with County staff to verify the extent of the data collection area and the required information the Consultant must collect . The Consultant shall be prepared to discuss methodology , schedule , and answer questions the County may have . The Consultant shall be available for monthly conference calls to discuss the progress of the Project and any actions that the County can take to expedite the Project . If the County and Consultant agree that a conference call is not necessary , then the conference call for any given month may be cancelled . The Consultant shall provide schedules showing work tasks , phases , durations , milestones , assignments , and critical paths . b . Data Collection 1 . Signs : The Consultant shall perform any and all surveying necessary in order to collect the required data . The expected data that shall be collected , is as follows : GPS coordinates ( CCS83 , Zone 3 ) of each current sign and needed sign sub square yard accuracу Name of street MUTCD code designation or " Custom " MUTCD name of sign ( e . g . Speed Limit , Cross Street , Chevron ) Sign category ( per MUTCD ) ( e . g . Warning , Regulatory ) Sign size ( inches x inches ) Name of the person conducting the survey . Survey Date 2 . Lidar : The Consultant shall perform any and all surveying necessary in order to collect the required data . The expected data that shall be collected , is as follows : Road Name Lidar imaging for roads needed by the county for geometric corrections Imaging Date Name of the person conducting the survey . Survey Date c . Database Development The Consultant shall develop a sign survey database and complete a Lidar imaging database for the county roads .
