This is deemed a single source because the Smith - Root APEX Electrofisher control box is not available from any other source or at a reduced price within the United States . As the majority of Smith - Root ’ s sales are to government agencies , they are required to sell to everyone at the same price . No other company manufacturers a control box with the capabilities of the APEX electrofisher . The Apex is the only unit on the market with an output range of up to 1 , 200 volts and / or 80 amps . This output range is necessary for our unit to conduct sampling in both high conductivity waters ( Red River Basin ) and lower conductivity waters ( Rainy River Basin ). We are currently using the Apex electrofisher system in other applications / on other watercraft ; this will help create standardization of our electrofishing equipment . If we purchased a system from a different manufacturer , that system would not be compatible with any of the other sampling equipment already set up for the Apex electrofishing control box . We would have to wire a boat to be dedicated to the other manufacturer ’ s system . Please note : This is a Sole Source Notification .
