The Contractor shall have rights to install and operate snack vending machines on the campus of Frostburg State University subject to the following conditions : 5 . 3 . 1 . Equipment a . The Contractor must provide machines that are new or like new condition and incorporate the latest technology . b . All equipment , wherever practicably possible , should be of the same height and uniform in color at each location so as to give more uniformity in appearance . The University reserves the right to request changes of machines based on color . c . All equipment should be equipped with coin mechanisms accepting any combination of coins and / or dollar bills , credit cards , Google Pay , and Apple Pay . d . The Contractor shall agree to remove and / or change machines in each existing or future location as business increases or decreases . All additions , removals , and / or changes must be approved by the University . These additions , removals , and / or changes will not in any way affect the other terms and provisions of this contract . e . All equipment must display a clearly visible label notifying customers of any credit / debit card transaction fees , surcharges , or convenience fees assessed at the point of sale . The Contractor is responsible for ensuring that the posted fee information is accurate , up to date , and compliant with all applicable laws . 5 . 3 . 2 . Initial Installation a . The anticipated start date of the contract is July 1 , 2026 . The University expects any change over to occur prior to the contract start date . b . Vending machines shall be placed in the spaces designated by the University or alternate locations previously agreed to after award . c . All expenses for the installation shall be borne by the Contractor .
