This is a pre-solicitation notice in accordance with RFO 5.101. NCMEC, Inc. is uniquely qualified to fulfil this requirement based on the following: Statutory Mandate: NCMEC operates under the Missing Children’s Assistance Act (34 U.S.C. § 11293), which directs coordination with federal law enforcement, including USMS. Established Law Enforcement Integration: NCMEC analysts are embedded within national investigative frameworks and maintain direct coordination channels with USMS and other agencies. Specialized Expertise: NCMEC personnel possess unique experience in missing child recovery operations and exploitation case analysis that cannot be replicated without significant duplication of cost and unacceptable delays. Operational Continuity: Use of any other source would result in disruption to ongoing investigations and negatively impact mission effectiveness. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 624110 – Child and Youth Services with a Small Business Size Standard of $15,500,000 and Product Service Code Q802 – Clerical Medical Support.
