The Blount County and the Blount County Board of Education are seeking qualified , licensed providers for the Removal of Solid Waste Service for Blount County Schools and Eagleton Ballpark . 1 BCS Carpenters Elementary School 2 Front Load 8 YD Containers with pick up 3 x Week Quantity : 1 UOM : Per Month 2 BCS Carpenters Elementary School 2 Front Load 8 YD Containers with pick up 1 x Week Quantity : 1 UOM : Per Month 3 BCS Carpenters Middle School 2 Front Load 8 YD Containers with pick up 1 x Week Quantity : 1 UOM : Per Month 4 BCS Carpenters Middle School 2 Front Load 8 YD Containers with pick up 3 x Week Quantity : 1 UOM : Per Month Intent : The intent of this Invitation to Bid ( ITB ) is to procure a contractor to provide solid waste pickup and removal service for the Blount County TN Schools and Eagleton Ballpark . Scope of Work : The scope of work includes placement and maintenance of solid waste pickup containers at each school location and Eagleton Ballpark . See Exhibit B for pickup schedule . Blount County also reserves the right to add locations ( schools or other County facilities ) as needed due to new construction , or changes in a building ’ s service needs . Equipment : 1 . All containers must have fully attached lids that close completely . Defective or rusty containers are not acceptable . 2 . Food service containers must be kept in excellent condition with intact lids and bottoms ; damaged containers must be replaced . 3 . Container placement at each school will be determined by the Head Custodian and / or Cafeteria Manager , based on container use and site needs . 4 . Containers must be unloaded and returned to position only while the vehicle remains fully on the concrete pad — never on surrounding asphalt . Waste Pick - up Requirements 1 . The Contractor must provide consistent collection on the specified days when school is in session . 2 . All waste must be removed from every container at each pick - up . 3 . Blount County Schools may request one - time additional pick - ups as needed and will pay the rate quoted in the Contractor ’ s bid for the applicable container size . 4 . Buildings and grounds must remain free of litter during and after pickups . 5 . Additional weekly pickups may be requested by either party . Requests must be made in writing to Blount County . Approved changes will be billed at the monthly rate quoted in the Contractor ’ s bid for additional weekly service . 6 . The Contractor may not reduce scheduled pick - ups , add containers , or make any service changes without submitting a written request to the Maintenance & Facilities Supervisor ( copy to Contracts Manager ) and receiving approval . 7 . No pickups may occur between 3 : 00 p . m . and 6 : 00 a . m . Cleaning Schedule 1 . During the June – July cafeteria shutdown , all containers must be cleaned and deodorized . Containers with exposed metal must be painted . All cleaning must be completed prior to resuming full service at the beginning of school . 2 . Containers must also be cleaned and deodorized once in each of the following months : September , October , December , March , April , and May . 3 . The Contractor must notify Blount County ( copy to Contracts Manager and Food Services Coordinator ITB 2026 - 0083 Solid Waste removal for Blount County Schools and Eagleton Ballpark ) at least one week before any scheduled cleaning . Notification must include a list of schools to be cleaned and the planned order . 4 . During cleanings , containers must be clearly marked once the cleaning process is complete . 5 . Unscheduled cleanings requested by a school will be billed at the rate quoted in the Contractor ’ s bid , unless the container was missed during a scheduled cycle — in which case the Contractor is responsible for the cost . 6 . The Contractor must provide each school ’ s Cafeteria Manager with a service receipt after each cleaning , deodorizing , and painting ( if applicable ). Failure to provide a receipt will result in the Contractor bearing the cost of any required cleaning . 7 . Each Contractor must provide the following : • Sample service receipt or equivalent documentation • Equipment specifications , including vehicle types and required markings • Photo of vehicles to be used on school property • Container specifications and photo 8 . Within ten ( 10 ) days of the Intent to Award notification , the awarded Contractor must provide the Purchasing Agent with : • List of employees requiring background checks • Staffing plan for all locations • Pick - up schedule by school location
