Description

Description

This is a Sources Sought Synopsis (SSS) for market research purposes only and is not a request for proposal, request for quotation, or an invitation for bid. The 409th Supply Chain Management Squadron at Robins Air Force Base is seeking to identify potential sources with the technical expertise, qualifications, and capabilities necessary to provide repair and overhaul services for C-5 Moving Island Actuators. Due to the critical flight safety nature of these components, the repair effort is restricted to approved sources. The government has attached the approved Source Qualification Statement (SQS) to this notice to allow potential alternative sources the maximum amount of time to review the technical requirements and initiate the qualification process. The Government is seeking to determine the market's ability to supply these repair services and to identify interested and qualified sources for a potential future competitive procurement. Both large and small businesses are encouraged to respond. Items to be Repaired The following National Stock Numbers (NSNs) and Part Numbers are included in this requirement: National Stock Number (NSN) Part Number Nomenclature 1680-01-185-7485 2021086-1-2 Moving Island Actuator, LH Outboard (Legacy) 1680-01-522-2388 2021086-1-3 Moving Island Actuator, LH Outboard 1680-01-179-8076 2021086-2-2 Moving Island Actuator, RH Outboard (Legacy) 1680-01-521-8824 2021086-2-3 Moving Island Actuator, RH Outboard 1680-01-181-5670 2021088-1-2 Moving Island Actuator, LH Inboard (Legacy) 1680-01-521-8823 2021088-1-3 Moving Island Actuator, LH Inboard 1680-01-180-0262 2021088-2-2 Moving Island Actuator, RH Inboard (Legacy) 1680-01-521-8826 2021088-2-3 Moving Island Actuator, RH Inboard Qualification Requirements This effort is designated as Repair Source Maintenance Code (RMSC) "C," requiring engineering source approval by the design control activity (AFLCMC/WLSEAB, C-5 Galaxy Division) to maintain part quality. An alternate source must qualify in accordance with the procedures outlined in the attached SQS. At this time, there are no previously qualified sources for this repair. All interested parties must submit a qualification package demonstrating their ability to meet the requirements detailed in the SQS. • For the SSS Response (30-day deadline): Contractors do not need to be qualified at the time of SSS submission. Respondents only need to submit the Capabilities Statement and Survey outlined in the submission instructions below. • For Qualification (45-day deadline): Unqualified sources must qualify in accordance with the attached SQS. Prospective sources are encouraged to submit their formal Source Approval Request (SAR) packages as soon as possible. Submission Instructions Interested parties must submit a capabilities statement within 30 days of the posting of the attached SSS that addresses all requirements outlined therein. The submission should include: • Part I: Business Information (CAGE, SAM registration, size status, etc.). • Part II: Capability Survey Questions, providing detailed answers and supporting documentation. A complete package addressing all requirements in Section C of the attached SQS must be submitted within 45 days of this posting.
