The City of South Burlington is issuing this Request for Proposals ( RFP ) for design , bid and construction administration services for an office addition to the South Burlington Fire Department Fire Station One . The City seeks submissions from qualified consulting firms to provide design and engineering services for this addition , including conceptual design , final design , bidding , and construction administration . III . Scope of Work Phase 1 – Conceptual Design • Confirm project objectives , City requirements , and site constraints at kickoff meeting . • Verify and document existing building and site conditions ( utilities , capacities , building systems ). • Generate at least three potential layout configurations . • Produce system narratives describing materials and quality standards . • Include Furniture , Fixtures , and Equipment needs . • Review and outline permitting requirements . • Provide independent cost estimates , including total project cost . • Develop a schedule for all phases and conduct review meetings . • Explore options including , but not limited to , hose tower removal , sanitary waste connection , electrical service alternatives , design alternatives that meet the objectives using space differently . Deliverables : Kick - Off Meeting Agenda and Notes , Existing Conditions plan , Conceptual Design plans , Conceptual Cost Estimates for all alternatives Phase 2 – Preliminary Design • Meet with City to confirm selected design plan and goals . • Develop Preliminary ( 60 %) Design plans including , at least : o Demolition and Proposed Layout o Proposed Floor Plan o Preliminary electrical , mechanical , and other utility plans o Proposed construction phasing o Project specific specifications and details • Develop Preliminary Cost Estimate Deliverables : Preliminary Design Plans , Preliminary Cost Estimate Phase 3 – Final Design and Permitting • Produce Final ( 85 %) Design Plans incorporating comments and feedback from Preliminary Design concepts . • Provide laydown and circulation plans to avoid operational disruption . • Develop all materials required for City permits and approvals . • Develop the Final Cost Estimate Deliverables : Final Design Plans , Final Cost Estimate Phase 4 – Contract Plans , Bidding , and Award • Complete Contract ( 100 %) Plans incorporating comments and feedback from Final Design . • Develop all materials for Bid Documents . The City will manage the advertisement of bids . • Attend pre - bid meeting ( s ) and issue any addenda and respond to bidder questions . • Review submitted bids and perform bid tabulation . • Provide the City with an award recommendation letter . Deliverables : Contract Design Plans , Contract Cost Estimate , Bid Document package , PreBid Meeting Notes , Bid Addenda , Bid Tabulation , Contract Award Recommendation Letter
