The Grand Traverse Band of Ottawa and Chippewa Indians (" GTB " or " Tribe "), a federally recognized Indian tribe and sovereign government , hereby solicits proposals from qualified attorneys or law firms to serve as Special Finance Counsel to advise and represent the Tribe in connection with the proposed acquisition and financing of an approximately 80 , 000 square foot building and related land for use as a Tribal government center and other essential governmental activities . GTB anticipates evaluating a financing structure involving : ( 1 ) an initial commercial bank bridge loan for acquisition of the building and land ; and ( 2 ) a later refinancing or takeout through a tax - exempt tribal bond or other tax - exempt financing under 26 U . S . C . f 7871 , if legally available and appropriate . GTB seeks counsel with demonstrated expertise in tribal governmental finance , tax - exempt tribal bond law , bridge loan structuring , direct bank placements , reimbursement rules , essential governmental function analysis , commercial lending , and related tribal governance matters .
