Appendix B - SCOPE OF WORK AND TECHNICAL REQUIREMENTS State Energy Conservation Code and Buildings Support 1 . Overview and Context The Delaware State Energy Office ( SEO ), housed within the Division of Climate , Coastal and Energy of the Delaware Department of Natural Resources and Environmental Control ( DNREC ), seeks qualified contractors to provide comprehensive support for buildings - sector needs , with a primary focus on developing and delivering training related to Delaware ’ s updated State Energy Conservation Code . DNREC is a cabinet - level agency responsible for ensuring the wise management , conservation , and enhancement of Delaware ’ s natural resources . Its mission includes protecting public health and the environment , advancing energy policy and climate preparedness , supporting environmental education , and ensuring broad stakeholder engagement . As part of this mission , the SEO promulgates updates to the State Energy Conservation Code and engages in ongoing regulatory , planning , and training development activities to support code adoption and implementation . Pursuant to 16 Del . C . § 7602 , the SEO must conduct triennial reviews of the State Energy Conservation Code and adopt updated versions of the International Energy Conservation Code ( IECC ) and the American Society of Heating , Refrigerating and Air - Conditioning Engineers ( ASHRAE ) standards . The SEO is currently proposing to amend 7 DE Admin . Code 2101 Regulations for State Energy Conservation Code to adopt : • The 2024 IECC for residential buildings and • The 2024 IECC / ASHRAE 90 . 1 - 2022 for commercial and high - rise residential buildings . Additionally , the proposed regulation adopts amended versions of : • Appendix RE : Electric Vehicle Charging Infrastructure ( as required by 16 Del . C . Ch . 80 for new residential buildings ), and • Appendix CB : Solar - Ready Zone ( as required by 16 Del . C . § 7605 for new commercial buildings ). As Delaware transitions to these updated code provisions , the SEO seeks expert support to ensure that builders , designers , and code officials understand the new requirements and can successfully implement them in the field . 2 . Contract Deliverables The selected contractor shall provide comprehensive , as - needed buildings - sector support with a particular focus on training development and delivery . Deliverables include , but are not limited to , the following tasks . 2 . 1 Training Course Development The contractor shall design and develop two complete training courses : 1 . Residential Energy Code Training Course o Covers updates incorporated in the 2024 IECC residential provisions . o Includes detailed explanations of new requirements , compliance pathways , major changes from Delaware ’ s previously adopted code , and implications for building design and construction practices . 2 . Commercial Energy Code Training Course o Covers updated provisions from the 2024 IECC and ASHRAE 90 . 1 - 2022 applicable to commercial and high - rise residential buildings .
