Strategic Policy Management The Consultant shall : 1 . State Policy Monitoring and Analysis o Identify , track , and analyze state administrative , legislative , budgetary , and regulatory matters that may impact the City of Elk Grove . o Provide strategic guidance on City positions regarding state legislation , initiatives , or programs including recommended support , opposition , or amendments . 2 . State Advocacy o Advocate for the City ’ s policy positions with members of the California Legislature , relevant state agencies and boards / commissions , and the Governor ’ s Administration . o Draft advocacy letters , coordinate with coalition partners , and organize meetings between City staff and state stakeholders . Funding and Grant Support The Consultant shall : 1 . Funding Identification and Pursuit o Identify state funding opportunities relevant to the City ' s priority projects , including grants , state budget funding requests , and programs supporting City initiatives . 2 . Grant Assistance o Provide technical assistance and support for state grant applications , including advising on strategy , developing content , reviewing applications , and assisting staff throughout the process . Reporting and Compliance The Consultant shall : 1 . Regular Updates and Briefings o Provide weekly or bi - weekly ( determined by the City ), written and / or oral updates to the Community Engagement and Government Relations Program Manager . Provide written and / or oral updates to the Mayor , City Council , and City Manager , as requested . Consultant should anticipate some of these updates will be in person in Elk Grove , with most being virtual . o Deliver regular reports on state political developments , legislation , and administrative activities . 2 . Presentations o Make in - person and / or virtual presentations to the City Council and City Manager regarding legislative matters when requested . 3 . State Compliance o Ensure full compliance with all state lobbying laws and regulations , including timely completion and filing of all required lobbying disclosure and reporting documents on behalf of the City .
