Attachment 1 – Vendor Response Cost Bid Sheet & Section 2 . 02 Method of delivery of connectivity services shall not be limited to current delivery methods to address technological advancements , site infrastructure , and needs of the State of Alaska throughout the term of any awarded contract ( s ). Minimal connectivity requirements shall not limit any changes to said connectivity requirements upon sole determination by the State of Alaska . Location provided shall not be limited to allow changes of service locations and new locations as needed at the sole determination of the State . MINIMUM SERVICE REQUIREMENTS : Broadband services must meet or exceed State ’ s Minimum Requirements per location as listed on attachment 1 Cost Sheet for the following . • Download Speeds ( See Attachment 1 minimums per location ). • Upload Speeds ( See Attachment 1 minimums per location ) • Uptime ( must be 96 % throughout the full term of the contract . Broadband services must meet or be less than State ’ s maximum per location as listed on attachment 1 Cost Sheet for the following . • Latency ( See Attachment 1 maximum per location ) • Packet Loss ( See Attachment 1 , must be less than 5 %) • Jitter ( See Attachment 1 , Must be less than 50ms ) Broadband connection handoff to the state ’ s equipment must be ethernet using a RJ45 connector . DELIVERABLES Bidders are expected to provide the following deliverables for all awarded service locations : • Delivery of internet services is to be DMARC ’ d at the SOA discretion . • Internet products used in provision of dedicated broadband internet services must have been already tested not only under typical rural conditions , but under rural and remote Alaskan conditions ...
