General The Value Engineering services include planning , preparation and coordination of activities to conduct and moderate a VE analysis workshop . The Value Engineering workshop is related to the VE process and will assist in the development of a Value Engineering Report . The intent of the VE analysis is to verify or improve the proposed design by analyzing and providing recommendations on different elements of the design , including but not limited to construction costs , constructability , construction schedule and specific design elements and documents . The Value Engineering process shall follow the guidelines and methodology in accordance with FHWA ’ s Value Engineering guidelines and the Society of American Value Engineers ( SAVE ) methodology standards . The phased approach will be comprised of : • pre - workshop • workshop • post - workshop The timeframe of the VE analysis will be determined based on the size and complexity of the project design . Work to be performed The Value Engineering workshop shall consist of , at a minimum , and is not limited to the following : • The consultant will provide a VE facilitation team comprised of a CVS ( Certified Value Specialist ) VE facilitator and a VMA ( Value Methodology Associate ) VE coordinator , as needed and based on the approval of the Project Development Engineer . • The consultant will coordinate and assist the Project Development Engineer ( PDE ) in developing a Value Engineering Team consisting of Subject Matter Experts ( SME ’ s ) as needed based on the size and complexities of the project . These team members can consist of but are not limited to NMDOT Professionals , Consultant professionals , and / or Contractor professionals . NMDOT SME ’ s must be a part of the VE team as much as possible . • If a site visit is needed , the consultant shall coordinate and facilitate , with the collaboration of the PDE , the details and safety measures needed to conduct a successful site visit .  Pre - Workshop o The VE facilitator and / or VE coordinator shall coordinate with the PDE , via inperson meeting , telephone call , conference all , or virtual meeting to prepare for the VE workshop . o Preparations should include but not be limited to discussions regarding project status , elements , cost , schedule , quality , resources , documents , plans , constraints , goals and expectations . o Discussions should also include logistics of the VE workshop , such as but not limited to , workshop location , workshop timeframe , document review timeframe , materials , team members , number of days needed for the workshop and agenda .  Value Engineering workshop o The VE workshop should be conducted in accordance with the SAVE - international approved Job Plan following the phases of : 1 . Preparation 2 . Information 3 . Function Analysis 4 . Creative 5 . Evaluation 6 . Development 7 . Presentation 8 . Implementation
