While there is no one - size - fits - all approach to strategic planning , the City is seeking a contractor that shall assist in our efforts in the following ways at a minimum : Data Gathering Compile existing data through community engagement in person and virtual options including surveys , town halls , focus groups , workshops , all levels of city staff , etc . Deliverables shall include : SWOT ( Strengths , Weaknesses , Opportunities , Threats ) analysis Analysis of existing data ( including data from the Community Survey , Community Summit , Culture Survey , Engagement Survey , partner organizations and other citywide plans ) Create and administer surveys if needed Presentation to City Council Vision , Mission , and Values Statement Assistance in reviewing and evaluating the current City ’ s Vision , Mission , and Values Deliverables shall include : Proposed revisions to City ’ s Vision , Mission , and Values statement Community engagement in person and virtual options including surveys , town halls , focus groups , workshops , etc . Staff engagement at all levels of the organization Presentation to City Council Strategic Goals & Objectives Assistance in developing strategic goals and objectives Deliverables shall include : Strategic Goals that are broad , long - term aspirations that guide the City ’ s direction Objectives that are Specific , Measurable , Achievable , Relevant , and Time - bound ( SMART ) - these shall include both short - and long - term objectives for each goal Presentation to City Council Action Plans Assistance in developing a detailed roadmap for us to achieve our goals , with attention paid to what resource allocation is necessary
