Description | Task 1 – Pavement Condition Survey ( to be performed every other year ) The Consultant shall perform a visual pavement condition survey of all Town - maintained streets in FY27 in accordance with the NCDOT 2012 Pavement Condition Survey ( PCS ) Manual developed by ITRE . Manual survey methods shall be used ; automated methods may be considered on a sample section of streets as a pilot for review . . Key Services Conduct block - by - block pavement condition surveys for asphalt and concrete streets . Collect data on pavement distress types , physical characteristics , and maintenance needs . Calculate Pavement Condition Ratings ( PCR ) and compile results into a comprehensive database . Evaluate streets for resurfacing , rejuvenation , crack sealing , and patching based on existing criteria and propose updates as appropriate . Identify additional field conditions including pavement markings , multi - layer asphalt elevations , speed humps , curb and gutter deficiencies , ADA curb ramps , tree root damage , and utility repairs . Track emerging pavement preservation strategies , particularly for streets rated “ Fair ” ( PCR 66 – 80 ), and provide recommendations . |
