1 . Introduction and Background Durham Public Schools ( the " District ") is seeking proposals from qualified vendors to provide student reengagement and re - enrollment services aimed at recruiting students back into the District ’ s public schools . The District has experienced enrollment declines due to factors including , but not limited to , mobility , disengagement , alternative schooling options , homeschooling , and post - pandemic attendance challenges . The District is committed to ensuring all school - aged students have access to high - quality public education and seeks a strategic partner with demonstrated expertise in outreach , engagement , data analysis , and student / family support to help identify , locate , and successfully re - enroll eligible students . 2 . Purpose and Goals The purpose of this RFP is to identify a vendor that can : ● Identify students who have disengaged , withdrawn , or not re - enrolled ● Conduct targeted , culturally responsive outreach to students and families ● Address barriers to re - enrollment ● Support successful placement and transition back into District schools ● Increase overall enrollment , attendance , and student persistence 3 . Scope of Services The selected vendor will be expected to provide services that may include , but are not limited to , the following : 3 . 1 Student Identification and Data Analysis ● Analyze District - provided data to identify disengaged or unenrolled students ● Cross - reference data with external or public datasets where appropriate ● Segment students by grade level , geography , and reason for disengagement 3 . 2 Outreach and Recruitment ● Develop and implement outreach strategies ( phone , text , email , mail , home visits , community - based outreach ) ● Provide multilingual and culturally responsive engagement ● Collaborate with community organizations , social services , and schools 3 . 3 Barrier Mitigation and Family Support ● Identify barriers to enrollment ( transportation , documentation , academic placement , special services ) ● Assist families in navigating enrollment requirements ● Coordinate with District departments to resolve enrollment obstacles 3 . 4 Re - Enrollment and Transition Support ● Support enrollment and school placement ● Facilitate warm handoffs to school - based staff ● Support student transition plans as needed 3 . 5 Reporting and Continuous Improvement ● Track outreach efforts , enrollment outcomes , and student persistence ● Provide regular reports and dashboards ● Use data to refine strategies and improve results
