The Arizona State Retirement System (“ ASRS ”) is primarily a defined benefit pension plan for employees of the state , counties , municipalities , universities , community colleges , school districts , and other political entities . The ASRS is governed by a nine - member Board of Trustees . The Board is authorized under Arizona Revised Statutes to administer Supplemental Savings Plans (“ SSP ” or “ the Plans ”) to employees of eligible employers . The plans are authorized under sections 457 ( b ), 403 ( b ), and 401 ( a ) of the Internal Revenue Code (“ IRC ”). The Board has delegated oversight of the Plans to the ASRS Director , who has delegated oversight to the ASRS SSP Committee (“ SSP Committee ” or “ Committee ”). The Plans offer eligible employees a convenient tax - deferred savings vehicle to save additional funds for retirement . The Plans permit participants to direct the investment of their pre - tax contributions . The Services within this RFP provide third - party administration services and investment products for the Plans .
