1. The OFFICE OF CIVIL DEFENSE, through the OCD QRF – Capital Outlay 2023, intends to apply the sum of One Million Four Hundred Thirty-Nine Thousand Four Hundred Ninety-Six Pesos (PHP 1,439,496.00) being the ABC to payments under the contract for Supply, Delivery, and Testing of Satellite Phone Docking Station for National Disaster Risk Reduction and Management Operations Center (NDRRMOC) and Seventeen (17) Regional Disaster Risk Reduction and Management Operations Centers (RDRRMOCs). Bids received in excess of the ABC shall be automatically rejected at bid opening.2. The Office of Civil Defense now invites bids for above Procurement Project. Delivery of the Goods is required as specified in the Section VI: Schedules of Requirements. Bidders should have completed, within the last five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. (Instructions to Bidders).3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184.(i) Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.4. Prospective bidders may obtain further information from OCD Procurement Management Division – BAC Secretariat and inspect the Bidding Documents at the address given below during the office hours from 8:00 AM to 5:00 PM.5. A complete set of Bidding Documents may be acquired by interested Bidders on 13 September 2023 from the given address and website below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of One Thousand Pesos (PhP 1,000.00). The Procuring Entity shall allow the bidder to present its proof of payment of the fees during the submission of bids.6. The Office of Civil Defense will hold a Pre-Bid Conference on 21 September 2023, 10:00 AM at 3rd Floor OCD Old Admin Building, Camp General Emilio Aguinaldo, Quezon City, which shall be open to prospective bidders. Bidders’ participation, however, will be limited to Video Teleconferencing.7. Bids must be duly received by the BAC Secretariat to be submitted physically at the office address below on or before 10:00 AM, 05 October 2023. Late bids shall not be accepted.8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.1, Section III Bid Data Sheet.9. Bid opening shall be on 10:01 AM, 05 October 2023 at the 3rd Floor OCD Old Admin Building, Camp General Emilio Aguinaldo, Quezon City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10.
