Description | This RFP invites sealed proposals from firms qualified to provide telecommunications relay service in the state of Kansas ( Bidder ). The TRS provides residents of Kansas who are deaf , hard of hearing , late - deafened , deaf - blind or who have speech disabilities to have full access to telecommunications services in a manner that is functionally equivalent to that enjoyed by people who can hear and speak2 . TRS for Kansas must be available 24 hours a day , seven days a week , in English and other languages3 through a Communications Assistant ( CA ), who is fluent in that language . The designated call center ( Kansas Relay Center , KRC ) may be located in or outside of Kansas . |
