FAR 13 . 106 , Soliciting Competition , Evaluation of Quotations or Offers , Award and Documentation . This acquisition will be conducted in accordance with FAR 13 . 106 - 2 , Evaluations of Quotations or Offers . The Government will evaluate quotes using Lowest Price Technically Acceptable ( LPTA ) procedures . Award will be made to the responsible vendor whose quote : 1 . Conforms to the solicitation requirements , 2 . Is determined to be Technically Acceptable , 3 . Receives an Acceptable Past Performance rating , and 4 . Offers the Lowest Evaluated Price . The Government intends to evaluate quotes and make award without further exchanges . Vendors are encouraged to submit their best terms ( technical and price ) in their initial quote . The Government reserves the right to communicate with vendors to clarify minor or clerical aspects of quotes in accordance with FAR 13 . 106 - 2 ( b )( 1 ). Failure to provide sufficient information for evaluation may result in the quote being determined unacceptable . Evaluation Factors Quotes will be evaluated using the following factors : 1 . Technically Acceptability , 2 . Past Performance , and 3 . Price . Technical Acceptability and Past Performance will be evaluated on an Acceptable / Unacceptable basis . Price will be evaluated for reasonableness and completeness . Award will be made to the lowest priced quote that is determined to be technically acceptable with satisfactory past performance . 1 . Technical AcceptabilityTechnical Acceptability is defined as the vendors ability to meet all requirements of the solicitation , including the specifications outlined in the Scope of Work ( SOW ) and required delivery schedule .
