***IMPORTANT AGENCY INSTRUCTION: While the effective date of award/performance is 9/16/26 the Supplier Contract has been given a start date of 9/1/26 to allow for agency releases against the MPA. Agencies MUST NOT ENCUMBER funds prior to 9/16/26.*** This MPA model of managed services provider, leverages sourcing/negotiating power by way of a competitive bid process that goes out to the provider’s portfolio of (sub) temp staffing providers. Agencies must utilize the provider’s online platform for recruitment and timekeeping, and to take advantage of creation of data reports. The three categories under the MPA are administrative/clerical, information technology and medical hourly staff augmentation services for which there is a related rate card. AWARD: MPA 569 FY27 is awarded to GuideSoft, Inc. dba Knowledge Services (KS) for a ten-year term, starting on 9/16/26 and ending on 9/15/36. The award is facilitated through a Participation Addendum (PA) between RI, NASPO ValuePoint and its lead State of Utah Division of Purchases, by way of Utah Bid#C1116012. This is the same vendor who provided services under the previous MPA 569. AGENCY AWARENESS: This MPA is for the purpose of Temporary Staffing and as such is not intended to be used by agencies to circumvent the normal hiring procedure for state employees. The provider is cognizant of this objective and facilitates an “arm’s length” relationship between the contractor and the State. “Arm’s length” means that the contractors are recruited by the vendor and are the employees of the vendor[s]. All vendor employees are to be treated as non-State employees. STATEWIDE APPLICABILITY: Yes, political subdivisions (municipalities, institutions for higher education, municipal/state schools, quasi-public agencies), as authorized by law, may participate in this agreement.
