2 . 1 No service , repair or replacement shall be performed without prior approval from Somerset County or the owners . 2 . 2 No bill shall be rendered for any repair or service that has not been performed . 2 . 3 All service repairs calls shall be responded to within ( 1 ) hour . 2 . 4 All rims / tires shall be torque to manufacture ’ s specifications . 2 . 5 All servicing technicians shall be factory certified or trained and certified in the work to be performed . Failure to provide Factory Certification Statement ( page 29 ) with bid response shall deem bid non - responsive . No service or repair will be attempted in which personnel are not fully qualified or trained . 2 . 6 Successful contractor shall have the equipment and supplies to perform repairs as described in this proposal . 2 . 7 All warranty claims shall be completed within ( 24 ) hours at no additional cost to Somerset County or the owners . 2 . 8 All sub - contractors , if used , shall be listed and included with this bid package . 2 . 9 Compliance with all Federal , State or local D . E . P . standards or regulations shall be the responsibility of the winning contractor and each sub - contractor . 2 . 10 Flat repairs shall include mount / dismount and shall be included in the hourly rate . 2 . 11 Rotation or Off / On shall be included in the hourly rate . 2 . 12 24 Hour road service shall be an hourly rate and mileage . Road service shall be Portal to Portal . 2 . 13 All contract pricing shall remain the same throughout the contract period . 2 . 14 If tire or rim is not repairable a replacement OEM replacement or equivalent will be provided .
