A . Service : The City agrees that whenever it directs any towing to be done within the City , it will use the contracted towing company to provide the towing service . The contracted towing company would be expected to provide the following needed operational services : a . Towing of abandoned vehicles : The proposer agrees to provide towing services to the City of Sun Prairie for abandoned vehicles . The following procedure would need to be followed regarding abandoned vehicles on a highway , street , or private property : i . The City of Sun Prairie Police Department shall tag the vehicle with a fortyeight ( 48 ) hour notice . ii . If the vehicle is not moved within forty - eight ( 48 ) hours of the notice , the City of Sun Prairie will place a citation on the vehicle and notify the proposer with authorization to tow . iii . The proposer shall remove the vehicle within eighteen ( 18 ) hours from the time after receipt of the emailed authorization to tow the vehicle . iv . The proposer shall retain the vehicle in storage at their facility . The proposer shall , by certified mail , give notice to the owner and lien holders of record to permit reclamation of the vehicle after payment of accrued charges pursuant to chapter 10 . 28 of the City Code of Ordinances . An abandoned vehicle may be reclaimed from the proposer ’ s storage facility upon the payment of all accrued charges , including the citation , towage , storage , and notice charges and upon presentation of vehicle title or other satisfactory evidence to the proposer to prove ownership or lienholder interest of said vehicle . b . Towing of nuisance and junk vehicles on private property : The proposer agrees to provide towing and impound services for junked , inoperable , unlicensed , wrecked , or nuisance vehicles located on private property within the City when directed by the Sun Prairie Police Department , the Building Inspection Department , or an authorized City representative , pursuant to Section 10 . 28 . 080 of the Sun Prairie Municipal Code . The following procedure shall be followed : i . The City is responsible for all enforcement actions , notices , citations , and compliance timelines required by law . The proposer shall not independently determine enforcement actions . ii . Upon completion of required enforcement procedures and notice requirements under Section 10 . 28 . 080 , the City shall notify the proposer with authorization to tow . iii . The proposer shall , within twenty - four ( 24 ) hours of receipt of the emailed authorization to tow , schedule a time with the authorizing City representative to facilitate the removal of the vehicle . The vehicle shall be removed in the presence of City staff . iv . The proposer shall retain the vehicle in storage at their facility . The proposer shall , by certified mail , give notice to the owner and lien holders of record to permit reclamation of the vehicle title or other satisfactory evidence to the proposer to prove ownership or lienholder interest of said vehicle .
