Description | ● Prepare a Purpose & Need Statement to define the project ’ s objectives . ● Develop a Stakeholder Coordination Plan to engage the community and stakeholders . ● Existing Conditions and Future Needs Assessment : o Collect data on rail , traffic , pedestrian , and bicycle activity at each crossing . o Review existing documentation and analysis , including , but not limited to , the SHRAP . o Conduct a detailed safety analysis of incidents and crashes related to gate closures and congestion . o Perform a preliminary environmental analysis , including cultural resources , biological considerations , noise , and air quality . o Evaluate future conditions using regional MPO data on traffic and socioeconomic growth forecasts . o Use FRA GradeDec evaluation for each of the 14 crossings . ● Feasibility and Alternatives Analysis : o Conduct an alternatives analysis for the three at - grade crossings identified for potential grade separation . o Evaluate options to eliminate the at - grade crossings and advance preferred alternatives to conceptual design . |
