Purpose and Scope 1 . 1 The City ’ s Public Utility Department , Raleigh Water , seeks a qualified Training & Development Consultant ( or firm ) to design , document , and implement a comprehensive , scalable training and development framework supporting approximately 700 positions across multiple divisions . The Consultant will conduct a multi - phase engagement to assess current training needs , develop competency - based tools , and establish sustainable development pathways that support workforce readiness , operational excellence , and long - term talent mobility . 1 . 2 The Consultant will develop a department - wide training ecosystem that includes : i . Identification and documentation of training requirements for all existing positions . ii . Creation of a reusable template for future roles . |
