The City of Deerfield Beach is soliciting sealed responses from qualified vendorsto provideTransfer Pump Station Check Valve Rehabilitation and Replacement, as specified in this Invitation to Bid to includethe rehabilitation, or Owner-authorized replacement, of four (4) existing 18-inch slanting disc check valves on the discharge piping of the Clear Well Transfer Pumps at the Water Treatment Plant, including isolation and removal from the piping system, disassembly and internal inspection, component rehabilitation or replacement, reassembly, reinstallation, field testing, and return to service, in accordance with the terms, conditions, scope of work, drawings and technical specifications of the above mentioned Invitation to Bid ConstructionThe City will holdtwo (2) mandatory pre-bid site visitsat the Water Treatment Plant, 290 Goolsby Boulevard, Deerfield Beach, FL 33442:Site Visit No. 1:September 14, 2026 at 9:30 A.M ETSite Visit No. 2:September 18, 2026 at 9:30 A.M ETAttendance at one (1) of the two (2) scheduled site visits ismandatory. Bidders who do not attend at least one (1) site visit and sign the attendance sheet may be deemed non-responsive and ineligible for award.Site visits shall be coordinated through the Procurement and Contract Administration Division in conjunction with plant staff. Bidders shall not contact plant staff directly. Bidders shall provide the names of attending personnel in advance to the Procurement contact identified in this solicitation, present government-issued photo identification upon arrival, remain escorted by plant staff at all times, and comply with all facility safety and personal protective equipment requirements.The City will log attendance at all site visits. Information conveyed verbally during a site visit is not binding on the City. Any question arising from a site visit must be submitted in writing through the Ion Wave eProcurement Marketplace by the question deadline and will be answered by formal addendum issued to all prospective Bidders.Questions and Answers:The City provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through eProcurement Marketplace by the date and time referenced in the solicitation document (including any addenda). The City will respond to all questions via eProcurement.Licensing Requirements:The Vendor must possess a valid Florida Certified or Registered General Contractor (CGC) license. No other primary contractor license classification will be accepted for this project. Refer to Qualification of Bidders for additional information.Bid Guaranty:Each submittal shall be accompanied by a bid guaranty, or other acceptable alternative, in an amount equal to five percent (5%) of the bid amount.the original bid bond (or original cashier’s check) must be delivered to the Procurement and Contract Administration Division, City of Deerfield Beach, 401 SW 4th Street, Deerfield Beach, FL 33441, no later than the Close Date and Time of this solicitation(Refer to Bid Guaranty, Performance and Payment Guaranties, and Qualifications of Surety Requirements).The City of Deerfield Beach is exempt from Federal and State Taxes for tangible personal property tax.The City of Deerfield Beach reserves the right to accept or reject any or all Bids, in whole or in part, with or without cause, to waive any irregularities and/or technicalities, and to award the contract on such coverage and terms it deems will best serve the interests of the City.Bids will be accepted through a secure mailbox at eProcurement (https://deerfield-beach.ionwave.net/HomePage.aspx) until the Deadline for Submission as indicated in this ITBC.
