SCOPE OF SERVICES PREPARATION OF SCOPE OF WORK FOR TRANSMISSION AND DISTRIBUTION MAIN CONDITION ASSESSMENT CITY OF PERTH AMBOY , NEW JERSEY I . General : All deliverables shall be clear , technically sound , and suitable for public procurement The information provided in this section is not intended to comprise a detailed scope of services that will be required in a final consultant contract , but is intended to provide general information to firms wishing to submit proposals . USA - PA , Inc . intends to draw upon the expertise and experience of the firms submitting proposals for their recommendations on specific tasks to accomplish the City ' s goals . USA - PA , Inc . will negotiate the detailed scope of services with the successful firm should the City elect to proceed with the project . The project will provide a risk - based prioritization model and shall include all equipment , labor , and material . City - furnished Information : • GIS water main shapefiles and attributes . • Available break history . • Known soil / corrosion information ( if any ). • Customer demand or meter data ( if permitted ). • Pressure / hydraulic data ( if a City model exists ). • MWCo pipeline prioritization final report and related materials for reference . The scope below defines minimum expectations . Proposers shall refine and add tasks as needed to deliver a complete , maintainable program . • Task 1 – Project Initiation and Stakeholder Alignment a . Kickoff workshop ( s ) with USA ‑ PA ; confirm objectives , success criteria , and decision uses for the model . b . Identify and establish a City Stakeholder Team ( e . g ., Operations , Engineering , DPW , OEM , Fire ) and define touchpoints and review cadence . c . Review MWCo ’ s prior model / report and provide a recommendation on whether to leverage its structure or use it as background only for Perth Amboy . • Task 2 – Data Discovery and Asset Inventory Validation a . Compile and review City ‑ furnished datasets ; document lineage , completeness , and fitness for use . b . Validate water main inventory ( diameter , material , install year , lining , etc .) and reconcile obvious inconsistencies . No field data collection is included in this RFP . c . Deliverable : Asset Inventory Validation Memo with data dictionary updates and a prioritized Data Gap Log . • Task 3 – PoF / CoF Framework and Repeatable Scoring System a . Design a high ‑ level PoF / CoF framework appropriate for Perth Amboy . Do not hard ‑ code a fixed set of factors ; instead , define a modular configuration that supports current factors and future additions . b . Propose factor categories , scoring scales , and weighting method , with rationale , sensitivity considerations , and data provenance requirements . c . Define GIS attribute schema for computed scores ( e . g ., PoF_score , CoF_score , Risk_score , Risk_group , data_quality flags ). d . Deliverable : Recommended PoF / CoF Framework Memo ( for review and approval ). • Task 4 – Model Build and Initial Ranking a . Implement the scoring logic within a GIS workflow ( ArcGIS Pro or equivalent ) to compute PoF , CoF , and overall risk for water mains . The solution should rely on City ‑ provided data and straightforward desktop processing ( no cloud services required ). b . Generate an initial Draft Pipeline Ranking Model and results for City review , including maps and tabular outputs . c . Deliverables : Draft model package ; Draft results geodatabase and Excel export ; comment log and responses . • Task 5 – Decision Framework and Documentation a . Facilitate workshops to craft a City ‑ tailored Decision Framework that translates risk results to actions ( e . g ., renewal , monitoring , defer ). Review MWCo ’ s framework with the Stakeholder Team and design the final framework with City input . b . Develop Standard Operating Procedures ( SOPs ) and workflow diagrams covering : data refresh cadence , scoring re ‑ runs , QA / QC checks , governance , and version control . c . Deliverables : Decision Framework ( diagram + narrative ); SOPs ; Workflow Diagrams . • Task 6 – Final Model , Training , and Implementation Plan a . Refine and finalize the GIS ‑ based model and outputs after City review . b . Provide training sessions for USA ‑ PA staff ( administrators and users ), including hands ‑ on exercises . c . Prepare an Implementation Plan for long ‑ term management ( roles , cadence , change management , KPIs ). d . Deliverables : Final Ranking Database ( GIS + Excel ), Methodology Manual , Training materials , Implementation Plan . II . REQUIRED DELIVERABLES : • Asset Inventory Validation Memo and Data Gap Assessment . • Recommended PoF / CoF Framework ( for City approval ). • Draft Pipeline Ranking Model and Results ( GIS + Excel ). • Final Ranking Database ( GIS geodatabase and Excel export ) and field schema documentation . • Methodology Manual / SOPs and Workflow Diagrams . • Decision Framework ( diagram and narrative ). • Training for City / USA ‑ PA staff . • Implementation Plan for long ‑ term management .
