The following factors shall be used to evaluate offers :( i ) Technical Capability : Technical capability of the supplies offered to meet the Government requirements per the purchase description in Section 2 . 0 . Offers ’ technical description of the supplies shall be in sufficient detail to evaluate compliance .( ii ) Price : Price will be evaluated to determine if it is fair , reasonable , and balanced .
