PURPOSE This Request for Proposals ( RFP ) is for the solicitation of qualified suppliers to provide the City of Grand Island Wastewater Treatment Plan one ( 1 ) UV Disinfection System . A UV Disinfection system shall include all appurtenant equipment to sufficiently treat existing wastewater flow , while meeting all requirements defined within this RFP . PROJECT BACKGROUND The current UV Disinfection System at the Grand Island Wastewater Treatment Plant ( WWTP ) is nearing the end of its useful life . Installed in 2005 by Trojan UV , the system has aged to the point where replacement parts such as lamps , bulbs , sleeves , etc . have become increasingly difficult to obtain . PROJECT SCOPE The scope of this work is to supply a UV disinfection system and provide services related to the treatment channel configuration , modeling , layout drafting , startup and operation of the new system . Upon completion of the project , the supplier will have furnished a complete operational UV disinfection system and all appurtenant equipment including , but not limited to , the UV reactors or banks , UV modules , UV lamp assemblies , power distribution centers , lamp ballasts , lamp ballast cooling system , system instrumentation and controls , system electrical components , lamp sleeve cleaning systems , UV transmittance analyzer , UV intensity sensors , SCADA outputs with alarms , accessories , spare parts , special tools , safety equipment , digital and paper copy of the operating and maintenance manual , and services . Services will include installation assistance , testing assistance , start - up assistance and operational training . REQUIREMENTS 1 ) The system supplier must meet the following requirements . a ) Five ( 5 ) Municipal Wastewater references using the proposed system model in the United States . b ) One ( 1 ) Municipal Wastewater reference using the proposed system model within 500 miles of the Grand Island Wastewater Treatment Plant c ) Parts and Service representative within 500 miles of the Grand Island Wastewater Treatment Plant d ) Must follow EPA and NWRI / AWWARF UV disinfection guidelines for UV System sizing e ) UV System must be delivered to the WWTP by November 1 , 2026
