Description | The Contractor shall : 1 . Planning and Coordination a . Prepare and submit a site plan and as - built drawings to the Oregon Department of Environmental Quality ( DEQ ). b . Coordinate with the Authority Having Jurisdiction ( AHJ ), including the local Fire Marshal , as required . 2 . Excavation and Tank Access a . Excavate to expose the top of the underground storage tank ( UST ). b . Conduct soil screening using a Photoionization Detector ( PID ) to identify the presence of volatile organic compounds ( VOCs ). 3 . Tank Inerting and Safety Monitoring a . Inert the tank using nitrogen gas . b . Continuously monitor Lower Explosive Limit ( LEL ) and oxygen levels using calibrated meters to ensure safe working conditions and eliminate explosion risk . 4 . Tank Cleaning and Preparation a . Triple rinse the tank using degreaser and mild detergent to remove sludge and residual contents . |
