Operational experience has shown these valves provide limited functionality , increased maintenance burden , and require frequent local manual operation , negating their intended benefit . Objective : Replace existing MOVs on the WMSL fuel transfer manifold with manual valves to improve system reliability , reduce maintenance burden , and enhance operational flexibility during fueling evolutions .
