Specifications include , but are not limited to : Deliverable 1 : Petition Management Application Software ; i . General System Requirements ; a . The system shall : ( a ) Load and process multiple petitions and multiple types of petitions ; ( b ) Import voter registration data and voter signatures into petition software via daily supplemental files ; ( c ) Add unlimited multiple users with defined credentials ; ( d ) Scan pages in batches ; ( e ) Imprint a Bates number or indicia on forms for audit control of digital images ; ( f ) Read and write handwritten voter date ( e . g ., name , address , sign date , county ) from petition forms on a high - speed scanner to database ; ( g ) Read and write handwritten circulator data from petition forms to database ; ( h ) Read and write handwritten notary data from petition forms to database ; ( i ) Assign unprocessed pages to users to review page and line rows ; ( j ) Reject entire petition section if circulator and notary requirements do not meet validation requirements with reason codes ; ( k ) Go back and accept otherwise valid records on petition section when circulator / notary issues are cured by proponents ; ( l ) “ Cross out ” blank rows with “ redline ” on digital page images ; ( m ) “ Reject ” voter rows that do not meet validation requirements with “ redline ” on digital images ; ( n ) Track page statistics by accepted and rejected voters ; ( o ) Export PDF files of all scanned petition pages ; ( p ) Export “ accepted pates with sampling record highlighted ; ( q ) Export correct page side – front and back ; ( r ) Export by county if required ; ( s ) Create a random sampling of scanned image for initiative petition types ; ( t ) Select sampling records using an approve algorithm ; b . The system shall do the following for both sampled records from initiative petitions and for all records when conducting a full line - by - line review on candidate , initiative , recall , and minor party qualification petitions : ( a ) Show digital image of entire page of sampling records for reference ; ( b ) Show digital image of voter row while validating sampling records for reference ; ( c ) Display sampling records for in a user - friendly interface ; ( d ) Electronically check for duplicate voters for each petition , including across candidate petitions for the same office , and provide a report ; ( e ) Use voter lookup tool to find voters in database form voter registration import , verify the petition signer ’ s information on the petition against the information in the voter registration import at the time of signing the petition ; ( f ) Manually validate sampling records and apply reject reason codes ; ( g ) Electronically verify sampling records using confidence level set by CDOS ; ( h ) Manually verify sampling signatures side - by - side in a user - friendly environment ; c . The system shall produce a report of results of the petition verification ; d . The system shall provide an export file of all petition data out of the system to electronically update the state voter registration system ; e . The system shall allow CDOS access to specific reports for each petition
