Description | Task 1 - Data Collection and Review The Consultant will review relevant information including : ● Historical financial statements ● Current utility rates and fee structures ● Billing data and consumption patterns ● Customer classifications ● Operating and maintenance costs ● Debt service obligations ● Capital improvement plans ● Reserve policies Task 2 - Financial Analysis The Consultant shall : ● Evaluate historical revenues and expenditures ● Forecast future revenue requirements for a 5 year period ● Identify financial challenges and projected deficits ● Assess adequacy of current rates to meet operations needs Task 3 - Rate Sufficiency Analysis The Consultant shall : ● Evaluate adequacy of current rates ● Identify funding gaps ● Recommend adjustments necessary to eliminate budget deficits |
