The City of Derby WPCA , through this Request for Qualifications ( RFQ ) is seeking qualification statements from professional engineering consulting firms to provide Value Engineering ( VE ) services for the proposed city of Derby WPCA Wastewater Treatment Plant Comprehensive Upgrades Project . Anticipated Scope of Services The anticipated scope of services for the VE Review Team shall consist of the following : 1 . Review the documents provided by the City . 2 . Identify a VE Facilitator to lead a VE Workshop for the consultant . 3 . Conduct a site visit to better understand the design philosophy being used and any constructability issues . 4 . The consultant ’ s VE team will participate in a workshop to study the 30 % preliminary design drawings of the proposed WWTP Upgrades . 5 . The VE Team will participate in an evaluation of the following focus areas : a . Construction Phasing to maximize Maintenance of Plant Operations b . Identify and evaluate potential alternative concepts with concept level OPCC , c . Opinion of Probable Construction Cost ( OPCC ) d . Other focus areas agreed upon by the City 6 . Be responsible for coordinating all communications between the VE Team and the City . 7 . Conduct three ( 3 ) VE workshops or meetings discussing : a . 30 % preliminary design drawings b . Basis of Design Report c . Continuation of VE workshop topics ( a and b ) 8 . It is anticipated that the workshops will be single - day sessions and scheduled to be conducted in the spring of 2026 depending on the selected firm ’ s availability . 9 . Representatives from the City of Derby WPCA , and Weston & Sampson will participate in each workshop . Weston & Sampson will make a presentation of the materials to be reviewed and provide a summary of the project at the initial workshop . 10 . Two ( 2 ) follow - up workshops will be conducted to discuss the VE Team findings . 11 . Workshops will be conducted in person at City Hall .
