The Professional Services Provider ( PSP ) shall provide all components , installation services , and specified ancillary services in connection with the SCADA system hardware and software upgrade . This upgrade includes all materials , labor , tools , fees , and documentation required to furnish , install , test , and place in operation a complete and operable instrumentation , control , and SCADA system as specified . o The system shall include all programmable logic controller ( PLC ) hardware , HMI SCADA software , applications programming , system design and integration , factory testing , field installation , commissioning , testing , and training services necessary to upgrade selected SCADA components to provide seamless functionality and maintain existing process control operations . o All upgrades shall be completed while maintaining full plant operations 24 / 7 , with the existing SCADA systems remaining active and operational during transition . The PSP shall coordinate all work to minimize operational interruptions and ensure continuity of monitoring and control . o Each facility — Wilshire , Crossroads , Travis , and the Wastewater Conveyance System — will be integrated under the standardized SCADA framework , centered on the President Street Water Reclamation Facility ( WRF ) as the designated SCADA Hub . The President Street WRF hosts the master VTSCADA application and control database , serving as the central repository and synchronization point for all remote facilities . o Each upgraded site will operate its own local PLC - based control system integrated to the President Street WRF SCADA Hub through the City ’ s standard communications interface . This ensures consistent programming structure , HMI graphics , data handling , and operational visibility across all water reclamation and conveyance facilities . This work shall result in a fully integrated , operational SCADA system consistent with the President Street WRF standard . The project shall be executed in two phases : o Phase I – Factory Design and Testing : Preparation of system configuration , PLC programming , HMI development , and Factory Acceptance Testing ( FAT ). o Phase II – Installation , Commissioning , and Performance Testing : Installation of upgraded PLC and SCADA components , Site Acceptance Testing ( SAT ), operator training , and a 30 - day operational performance test .
