Unique Requirements Justification RESPEC Company , LLC ( RESPEC ) is the original developer and sole architect of the Montana Department of Natural Resources and Conservation ’ s ( DNRC ’ s ) Water Rights Information System ( WRIS ). RESPEC designed , implemented , and currently maintains the modern WRIS platform and possesses proprietary , indepth knowledge of the system ’ s architecture , data models , integrations , security configuration , and embedded business rules that are not documented to a level sufficient for competitive transfer . WRIS is a missioncritical system that supports DNRC ’ s statutory obligations for water rights administration statewide . The system underpins legally binding workflows , regulatory decisionmaking , reporting , and public records access . Any disruption , degradation , or error introduced into WRIS could directly impact DNRC ’ s ability to meet legal deadlines , defend administrative decisions , and comply with state law . Because RESPEC performed the full modernization of WRIS — from a legacy Oracle Forms application to a custom , webbased enterprise platform — RESPEC is uniquely qualified to provide ongoing enhancement , maintenance , and operational support . No other vendor possesses equivalent system knowledge without undergoing extensive reverse engineering , documentation efforts , and prolonged onboarding , all of which would introduce unacceptable operational , financial , and legal risk to the State .
