Statement of Purpose / Need Florida Chapter 252 declares that Florida Division of Emergency Management ( hereinafter referred to as the “ Agency ” or “ FDEM ”) shall maintain a comprehensive statewide program of emergency management . To support that mission , FDEM requires a comprehensive Web based tool to facilitate statewide Emergency Management functions . The Agency is seeking qualified vendors to provide software , maintenance , and professional services as listed on Attachment B , Price Sheet based on the WebEOC platform . Scope of Services The Contractor shall provide a comprehensive suite of WebEOC - based services , including software licensing / subscriptions , hosting , maintenance , and professional services to support statewide emergency management operations . Services shall support : • Emergency Operations Center ( EOC ) activations and steady - state operations • State Emergency Response Team ( SERT ) coordination • Mission request tracking and lifecycle management • Information sharing ( e . g ., situation reports , incident action plans , press releases ) • Reporting , data export , and system integrations Tasks / Requirements The Contractor shall : • Provide access to WebEOC and related modules as requested by FDEM • Provide hosting solutions ( ASP , hybrid , or on - premise support as applicable ) • Perform system maintenance , updates , and technical support • Provide professional services including implementation , configuration , and training • Support integrations with external systems via web services • Ensure system availability and reliability during activations and day - to - day operations Deliverables Deliverables under this Scope of Work include : • WebEOC system access and functionality • Software licenses , subscriptions , or term - based services as requested • Maintenance and support services • Configured modules and system enhancements • Professional services deliverables ( e . g ., implementations , configurations , training sessions , and technical assistance ) All deliverables shall be provided in accordance with the items and descriptions outlined in Attachment B – Price Sheet .
