The evaluation will proceed as follows : Quotations will be ranked according to price , from lowest to highest . The lowest - priced quotation will then be evaluated for technical acceptability . The Government reserves the right to evaluate additional quotations for technical acceptability if it is determined to be in the best interest of the government .
