Description | The Kansas Corporation Commission (“ KCC ”) is the agency responsible for plugging abandoned oil and gas wells having no responsible party in the State of Kansas . Such abandoned wells must be plugged under regulations set out in the General Rules and Regulations of the KCC ’ s Conservation Division . The KCC has adopted a plugging plan , which assigns priority of plugging operations based on impacts of abandoned wells to public safety and threat to water resources . Each well site must restore the lease as nearly as practicable to its condition prior to the commencement of oil and gas activities . The agency is soliciting bids , through the Department of Administration , Division of Purchasing to obtain a qualified contractor ( for the projects outlined ), from oil field service contractors to provide various labor , materials , equipment and services to be utilized in performing well plugging operations and related site restoration on abandoned wells located in any of counties within the state of Kansas |
