Operation of sheltering site ( s ) for 500 to 1 , 000 per day a . Establish and scale shelter operations in pre - existing facilities as early as December 1 , 2025 , which may include warehouses , manufacturing centers , churches , community centers , or other facilities used for the purposes of emergency shelter . b . Operate congregate shelter operations across multiple locations in the City ; each location may serve 30 - 500 individuals , depending on size . c . Develop a clear strategy for serving a mixed population of primarily adults ( male and / or female ), families , people with disabilities , and newly unhoused individuals . d . Operate at least 16 hours a day between December 1 , 2025 , and April 30 , 2026 , and expand hours of operation to 24 hours in the case of severe , inclement weather events ( incl . temperatures dropping below 32 degrees Fahrenheit , which is typically 85 days in an average winter )
