WRBP SCADA , Communication & Cybersecurity Design - Build - Implement Task Order Contract

The project will meet the following minimum standards for Cybersecurity for the Installation of both Hardware and Software . 1 ) NIST CSF for OT 2 ) NIST Cybersecurity Framework ( CSF ) 2 . 0 3 ) NERC CIP 4 ) ISA / IEC 62443 5 ) NIST SP 800 - 53 Rev . 5 ( moderate ) or NIST SP 800 - 171 Rev . 3 6 ) System shall meet or exceed standards as defined in NIST SP 800 - 82r3 and comply with best practices defined in EPA guidance on Improving Cybersecurity at Drinking Water and Wastewater Systems . The SCADA System Integrator ( Contractor ) shall , under negotiated Task Orders , provide a complete , upgraded SCADA system including , but not limited to , updated communication systems and replacement PLCs for the WRBP ’ s the Franklin Wastewater Treatment Facility Laconia maintenance shop , and 15 Pump Stations . The Allen - Bradley / Rockwell SLC 503 PLCs and SCADA servers and laptops are obsolete and unsupported and shall be replaced . The System Integrator ( Contractor ) shall provide all SCADA Server / Node / OWS ( operator work stations ), HMI and OIT applications programming and services required to achieve a fully integrated and operational control system . Coordinate the control system for proper operation with related existing and new , provided equipment . Provide programming and configuration to provide functionality for the existing PLC panels while maintaining wastewater operations . System Integrator ( Contractor ) shall develop the new graphic template to be used with each new and existing graphic . A template mock - up will be provided as part of that document . All new and existing screens will be required to be tested for functionality in the new template . Provide PLC , Cybersecurity , Communications , OWS , HMI , and SCADA programming . Draft Scope of Work 1 . Provide new Programmable Logic Controllers ( PLCs ), Operator Interface Terminals ( OITs ) and appurtenances for control system hardware upgrade of existing control panels , replacing all PLC Hardware including cabinets and related components associated with the WRBP SCADA System with Allen - Bradley / Rockwell ControlLogix 5580 controller , CompactLogix 5370 / 5380 / 5480 , MicroLogix 1400 / 1766 or the latest make / model as necessary to provide the necessary I / O , memory , cyber , and communications upgrades . Allen Bradley / Rockwell is the selected manufacturer for the WRBP , no or equal , for consistency with established quality standards , integration and continued compatibility with existing equipment and devices , longevity , availability of parts and service , and long - term operational knowledge . 2 . Provide PLC , OIT , and interrelated appurtenances with latest software , programming and migration of existing logic . Allen - Bradely SLC 500 Series PLCs to Allen - Bradley CompactLogix , ControlLogix , or MicroLogix based on I / O capacity as specifically recommended by REXEL / Rockwell . 3 . All new cabinets shall have installed UPS and Network Management Cards to meet the specifications provided and shall be of the same quality as APS Smart UPS model SRT1500RMXLA rack mounted or Sola HD SDU AC - B Series Din Rail UPS or better as approved by the WRBP . Network Management Cards , NMC3 with Environmental Monitoring , secure remote UPS monitoring and management model AP9641 or better as approved by the WRBP .
